The four Chinese characters (Kanji) are called “Kin-ga-shin-nen” and it means New Year’s Greetings.
It is a literary language, so you can write it, but you should not say it to Japanese people.

Do you know “Otoshidama”?
It’s one of the traditional Japanese customs.
Adults give some money to children at the New Year’s week.
We hope that the children spend the money to the musical instruments instead of video games...
